This talk will explain the UN Relief and Works Agency’s creation and original purpose; how it changed from providing emergency humanitarian aid to providing governmental-like services, including the political “protection” of its beneficiaries; how, after 1967, that “protection” function increasingly led to friction with the Israeli occupation authorities; how UNRWA has resisted reforms, how Israel since January 2024 has increasingly advocated for the dissolution of UNRWA; and what actions have been taken toward ending UNRWA operations in Gaza, the West Bank and East Jerusalem.
James G. Lindsay is a former UNRWA General Counsel. He served in the U.S. Department of Justice for 20 years, including in the Multinational Force and Observers (MFO) in Sinai. In 2000 he joined the UNRWA Department of Legal Affairs in Gaza. After retiring from UNRWA in 2007, he was a visiting fellow at the Washington Institute for Near East Policy. In 2009 he rejoined the MFO, from which he retired in 2015. Since 2009 Mr. Lindsay has written and spoken about UNRWA in a number of articles and appearances.
