On 20 May 2024 Prosecutor, Karim Khan KC asked the International Criminal Court to issue arrest warrants for Hamas leaders Yahya Sinwar, Mohammed Diab Ibrahim al-Masri and Ismail Haniyeh, and Israeli Prime Minister Benjamin Netanyahu and Defence Minister Yoav Gallant.

The warrants relate to the attack on Israel on 7 October 2023 and Israel’s response to it.

Speakers

Noam Lubell is Professor of International Law of Armed Conflict at Essex University, and was Head of the Law School from January 2014 to January 2017. He has taught the law of armed conflict and human rights law at several institutions in the UK, Ireland, Switzerland and the US, and also worked for human rights NGOs in the field.

Professor Lubell held the Swiss Chair of International Humanitarian Law at the Geneva Academy, is a Research Associate of the Hebrew University's Cyber Security Research Centre and was the Rapporteur of the International Law Association's Committee on the Use of Force. He recently co-authored the Guidelines on Investigating Violations of International Humanitarian Law, in collaboration with the Geneva Academy and the ICRC.

Noam Lubell is also a member of the René Cassin Advisory Council.

Dr. Maria Varaki is a lecturer in international law at the War Studies department, King's College London. Before moving to London she held research positions with the Erik Castren Institute of International Law and Human Rights in Helsinki and the Law Faculty of Hebrew University in Jerusalem. She was also an Assistant Professor in International Law at Kadir Has University in Istanbul. She holds a PhD in International Law from the Irish Centre for Human Rights in Galway, Ireland and two LLM degrees in International and Comparative Law, from Tulane University and from New York University, School of Law. Currently she is a Research Associate in 3 Generations of Digital Human Rights, ERC project, 2023-2028, Hebrew University, Faculty of Law.
