Policy Dialogues #18: Water, Conflict and Peace in the Middle East

The JHU-UPF Public Policy Center invites you to explore and debate the politics of water and conflict in the Middle East

The Middle East is a region of both severe water problems, and acute political instability – as the current crisis in Gaza demonstrates all too starkly. But what is the relationship between these two things?

This Policy Dialogues event will provide an opportunity to reflect on this question and its implications. It will overview the region’s water problems, and consider how these problems are – or are not – contributing to conflict. It will examine, conversely, how war and violence are affecting patterns of water resource degradation and water insecurities. And it will reflect on opportunities for water-related peace-building, including on how water for peace initiatives might best be pursued.

Bringing together a water peace programme manager at the Geneva Water Hub and a long-time researcher on Middle Eastern water issues, this event will be organised as an interactive dialogue and should be suitable for specialists and non-specialists alike.

The JHU-UPF Public Policy Center is delighted to invite the following two experts to share their knowledge and experience during this session:

Natasha Carmi is Water Peace Programme Manager at the Geneva Water Hub, and is leading the programmes for building peace through water in the WANA region. Prior to that, she worked as water, agriculture and environment policy advisor to the Palestinian Negotiations Support Project, working closely with decision makers in highly sensitive and timely political environments, and has experience in bilateral and regional water negotiations. She has worked with water resources and environmental challenges in the Middle East for over 25 years.

Jan Selby is Professor of International Politics and Climate Change at the University of Leeds, UK. His latest book is Divided Environments: An International Political Ecology of Climate Change, Water and Security (Cambridge University Press, 2022; co-authored with Gabrielle Daoust and Clemens Hoffmann).

Following the discussion between the two speakers, there will be an open Q&A session with participants. We invite you to join us and explore the complexities of this extremely important issue.
