Can humanitarian organizations afford to remain neutral in the face of the Gaza war (and other humanitarian crises)?
In recent years, the humanitarian principle of neutrality has increasingly been put into question. Some argue that it is immoral for humanitarian organizations to remain neutral in the face of war crimes and human rights abuses.
Israel’s disproportionate response and grave violations against civilians in Gaza following October 7 and against the backdrop of 75 years of occupation, has put the question of whether humanitarians can afford to remain neutral back on the table. Many organizations face mounting pressure from staff to take a bolder public stance.
Is Gaza a turning point for the humanitarian sphere?
Is it time to let go of neutrality and see justice for affected populations as inseparable from humanitarian needs?

PANELISTS Xili Fernández is a Venezuelan political scientist specializing in refugee protection and forced migration. Dustin Barter is a Senior Research Fellow for the Humanitarian Policy Group at ODI. Juan Carlos Arteaga is a psychologist and PhD law student focusing on climate change and migration issues.
MODERATOR: Rachel Kiddell-Monroe is a lawyer, lecturer and activist who promotes humanity, justice and solidarity in all aspects of global health. Today she focuses her work on humanitarian action and decoloniality.
